CPR Regeneration, West Cornwall, UK

Camborne Pool and Redruth (CPR) in West Cornwall will be transformed over the next two decades by a major regeneration programme aimed at addressing social, economic and physical challenges following the decline of traditional tin mining and the loss of related engineering industries.

The area has priority status with regional and national regeneration agencies and is eligible for EU Convergence Programme Funding. This will provide around €600m of investment funds from 2007 to 2013 to help address economic and social disparities that exist across Cornwall.

Camborne, Pool and Redruth offer a range of development opportunities set within a quality environment that is unique in the UK. There area is served by excellent (and improving) transport links by road, rail and air, and supported by a progressive and fast-growing university network. In recognition of its outstanding mining heritage the area is the focal point of a recent World Heritage Status designation.

Commercial opportunities include office, industrial premises, as well as hotel, leisure facilities, and new housing. This includes:

Rents range from approximately £5.50 per sq ft to £6.50 per sq ft for new modern industrial space, to £10 per sq ft for new office space.

The regeneration of the area is led by urban regeneration company CPR Regeneration (CPRR) with the support of a wide range of public and private sector partners. A £20 million compulsory purchase programme, lead by the South West of England Regional Development Agency, is underway and will see 147 acres of mainly brownfield land brought into public ownership.

The regeneration aspirations for the area are underpinned by a robust planning framework that has support at district, county and regional level.

The new draft local plan for the area and the draft regional spatial strategy for the South West promote significant growth targets in Camborne, Pool and Redruth, with 6,000 new homes and the creation of between 6,000 and 8,000 new jobs proposed over 20 years, coupled with significant investment in local infrastructure, workspace and leisure facilities.

Target sectors include ICT, Creative Industries, Advanced Engineering, Environmental Technologies, Food & Drink, Leisure & Tourism, Marine and Biotechnologies.

To drive forward the regeneration of the area, CPRR is promoting a range of ‘transformational’ projects:

Dolcoath, Camborne: Public and private sector project to create a mixed-use neighbourhood, with 390 new homes and 7,000 sq metres of office/industrial space creating up to 250 new jobs.

Trevenson Road Implementation Plan (TRIP), Pool: Master plan now adopted as a material planning consideration, this plan provides for up to 2,000 new office-based jobs, 600 new homes and a range of associated facilities and recently secured £17.5m from English Partnerships to support delivery.

Omega Innovation Centre: Will provide 3,500 sq m of high quality incubation space and business support aimed at growing ICT businesses in Cornwall.

Road infrastructure: A new £38m access road is planned to ease congestion, open up further land for development and integrate new developments within the local transport network.

CPR Works and CPR Skills: Pilot schemes offer training and supported employment for people living in targeted wards, and tailor-made staff development plans for businesses. Further tailored skills development initiatives are being drawn up under the new EU Convergence Funds.

Town Centre Renaissance: an £8m programme of public realm and heritage-based projects in Camborne and Redruth is revitalising these distinctive local town centres.

Spyrys: this project aims to integrate community sports, leisure and health services within a new development with potential for an associated stadium, hotel and conference centre.

CPR Regeneration is one 21 Urban Regeneration Companies which have been established to facilitate regeneration and economic growth in some of the most deprived communities across the UK.
