Description of sector of operation

TETA was established in March 2000 by the Minister of Labour in terms of the Skills Development Act, Act 97 of 1998. The primary functions of TETA are to develop a Sector Skills Plan; facilitate the development, registration and implementation of learnerships, skills programmes and strategic initiatives; approval of workplace skills plans; disbursements of grants to stakeholders; quality assurance of education and training that falls within the scope of the sector, which includes the Aerospace, Forwarding and Clearing, Freight Handling, Maritime, Rail, Road Freight, Road Passenger and Taxi industries.

Description of education and training services provided – learnerships and others

TETA is not a provider of education and training but facilitates the process through awarding of both Mandatory and Discretionary grants that support the implementation of skills development initiatives and which address the sectors needs in terms of scarce and critical skills. This is achieved through the accreditation of education training and development delivery partners thereby ensuring the availability of a framework of high quality training provision for the sector.

Training markets targeted and outcomes

TETA's strategy is to fund training initiatives via registered stakeholders and not directly to individuals or service providers. The primary training target market is the transport sector and is achieved through stakeholder participation in the training of both own employees and unemployed learners on learnerships, skills programmes and strategic initiatives. As the transport sector is comprised of approximately 70% SMME's, a major focus is also to ensure access for these stakeholders, as well as NGO's and CBO's, to funding for skill development initiatives that are related to or that compliment the transport sector.
